In the second part of his analysis, Jon Sanders, Research Editor and Director of Regulatory Studies at the John Locke Foundation, examined 13 more studies cited by North Carolina Governor Roy Cooper to justify the statewide mask mandate. And just like the first batch of 10 studies, Sanders finds that none of them actually justify the mandate.
