NC lawmakers propose bars re-open, but the Governor opposes the measure

The North Carolina legislature passed a bill that would let bars re-open - but only if they set up outside and limit their occupancy. The measure passed the Senate in a bipartisan vote, but Gov. Roy Cooper told fellow Democrats in the House to oppose it, so they did.
