NC Governor shifts - now urges (but doesn't compel) schools to provide in-person instruction

North Carolina Gov. Roy Cooper is now urging all school districts to provide an option for in-person instruction. So, what changed? Cooper says new research prompted him to shift his position. But, we've known for months that spread of the coronavirus is very low in school settings.
