North Carolina is almost last in the US in the number of people it has tested for the COVID-19, despite Gov. Cooper's administration focus on that metric as a key point in deciding when to re-open the state. Also, NC hasn't reported any of it's COVID-19 deaths to the CDC because we're one of the last states to still use a paper system for registering deaths.
